The UAE has achieved a new global breakthrough in developing the UAE Government Excellence Model, GEM, as a global reference for supporting ambitious governments in improving their efficiency and shaping the future of their entities. This initiative embodies the vision of the Vice President, Prime Minister and Ruler of Dubai, His Highness Sheikh Mohammed bin Rashid Al Maktoum, to achieve excellence and inspire the UAE’s leadership in this field.

The new model was recognised to be an International Standard at a ceremony held in Dubai and endorsed by representatives from nine world-leading organisations, including the European Organisation for Quality, EOQ, the Asia-Pacific Quality Organisation, APQO, the Australian Quality Organisation, AOQ, Juran world leaders in quality improvement, the European Foundation for Quality Management, EFQM, the International Academy for Quality, IAQ, the American Quality Association, ASQ, the Asian Network for Quality, ANQ, and the University of Miami.

Mohammad bin Abdullah Al Gergawi, Minister of Cabinet Affairs and The Future, reaffirmed that the UAE Government, under the directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, is continuously pushing forward with its efforts for development and implementing excellence, achieving one breakthrough after the other and cementing its global leadership. "The UAE Government has thus become a point of reference for other governments looking to enhance their performance and achieve happiness and better quality of life for their communities," he asserted.

Al Gergawi added, "The Government Excellence Model is a pioneering model for the formation of future-oriented, excellence-based governments that prioritise transformation through innovation and development in government work. The global accreditation comes with great responsibility, and with that in mind, we are continuously working to develop the model, enhancing its flexibility and adaptability to future variations, and boosting its global positioning."

"The Model has contributed to the development of an innovative approach and the establishment of a future stage in government work based on the optimal recruitment of advanced smart technologies," he continued. "This has allowed the UAE Government to outdo many governments around the world regarding efficient and effective services. The recognition of the government excellence model opens the doors wide for establishing the UAE as a premier global destination for shaping the future of excellence."

Commenting on the achievement, Ohoud bint Khalfan Al Roumi, Minister of State for Happiness and Wellbeing and Director-General of the UAE Prime Minister’s Office, said, "Two decades ago, the leadership of the UAE realised that excellence is a fundamental and strategic option for developing both the public and private sectors. The government focuses on results, impact and effectiveness. Our leaders advocate for transforming excellence into corporate culture and a daily habit."

"Inspired by the forward-thinking vision of the UAE’s leadership, we strive to develop the skills of leaders and officials on the basis of efficiency, quality of work and excellence. This approach has achieved great progress in the way government bodies conduct their work, and the global accreditation of the excellence model reflects an international recognition of this vision," she added.

The prominent international organisations that evaluated and accredited the newly launched system emphasised the system’s scalability and adaptability, which allows for the formation of future governments based on excellence, innovation and competitiveness, Governments that provide excellent services that ensure the happiness and well-being of society.
