Al Maktoum Initiatives’ Winners Honoured

Under the patronage of His Highness Sheikh Maktoum Bin Mohammed Al Maktoum, Deputy Ruler of Dubai and Chairman of the Dubai Judicial Council, the Maktoum Bin Mohammed Al Maktoum Initiatives for Legal Excellence held its closing ceremony and honoured the winners in the Al Maktoum Moot Court Competition, the Maktoum Bin Mohammed Al Maktoum Legal Scientific Research Competition, and the Dubai International Financial Centre (DIFC) Courts’ Academy. The Initiatives were organised by the Dubai Courts with the aim of building a well-versed legal generation, developing the capacities of judiciary workers, and stimulating legal entrepreneurship. The Initiatives are the first-of-their-kind in the UAE, and are addressed to various categories of the judicial and legal community.

In his address, H.E. Dr. Ahmed Saeed Bin Hazim, Director General of Dubai Courts and Chairman of the Supreme Committee for Maktoum Bin Mohammed Al Maktoum Initiatives for Legal Excellence, expressed thanks and gratitude to His Highness Sheikh Maktoum Bin Mohammed Al Maktoum for patronising the ceremony and for the unwavering support provided by His Highness in building a legal generation, developing the capacities of judiciary workers, and stimulating legal entrepreneurship.

Bin Hazim also announced during his address the launch of two initiatives. The first, the Maktoum Bin Mohammed Al Maktoum Programme for Judicial Studies and Researches, is an initiative that aims to encourage and promote scientific and legal studies and researches in the judicial field within the UAE, and is addressed at members of the judiciary. This initiative includes the conducting of studies and research on judicial, legal, procedural and substantive issues.

The second initiative is the Maktoum Bin Mohammed Al Maktoum Programme for Legal and Judicial Conferences and Seminars. This will take place in order to support, sponsor and manage judicial and legal conferences and seminars worldwide. It also aims to highlight efforts in the development of litigation proceedings, facilitate the exchange of knowledge and transfer of different experiences worldwide, in addition to reviewing the most important international experiences in the judicial and legal fields.

"Under the guidance of His Highness Sheikh Maktoum Bin Mohammed Al Maktoum, H.E. Dr. Ahmed Saeed Bin Hazim stated that the Al Maktoum Moot Court Competition will be at the level of the faculties of law at all universities across the GCC countries. This will be effective from the next session, and is intended to spread benefits, and increase knowledge and expertise, through direct interaction between the largest possible number of law students in the GCC countries."

Bin Hazim pointed out that the Maktoum Bin Mohammed Al Maktoum Initiatives for Legal Excellence have become a platform for the launch of several major programmes in the legal and judicial fields. They now include six various initiatives with different content and enjoy the interest and patronage of His Highness Sheikh Maktoum Bin Mohammed Al Maktoum. Moreover, they are the first initiatives of their kind in the Middle East.

Bin Hazim’s address was followed the final round of the Al Maktoum Moot Court Competition, which was held after the qualification of two teams from the Imam Malik College for Sharia & Law in the general rounds. More than 60 contestants have participated in this competition.

H.E. Dr. Ahmed Saeed Bin Hazim also honoured the strategic partners of the Maktoum Bin Mohammed Al Maktoum Initiatives for Legal Excellence Initiatives, including DIFC Courts, Dubai Government Human Resources Department, Dubai Judicial Institute, College of Law at UAE University, as well as Dubai Media Incorporated, the media sponsor.

Shortly after, Bin Hazim honoured the law firms that took part in the 2013 Initiatives, which included Bin Suwaidan Advocates & Legal Consultants, Bin Shabib & Associates (BSA) LLP Advocates & Legal Consultants, Abdullatif Al Hammadi Law Firm, Haider Bin Haider Advocates & Legal Consultants, Al Khebra Legal Consultants & Lawyers, Galadari Advocates & Legal Consultants, Hilal & Associates, Al Redha Company Advocates & Legal Consultants, Khairallah Advocates & Legal Consultants, and Amal Al Rashedi Advocates & Legal Consultants.

Michael Hwang, Chief Justice of the DIFC Courts joined H.E. Dr. Ahmed Saeed Bin Hazim on stage and honoured the first batch of graduates of the DIFC Courts’ Academy. They are: Saleh Al-Obaidli, Haider Bin Haider Esq., Maria Rubert Esq., Johan Behr, Dean Ryburn, Samuel M. Lohman, Shiraz Sethi, Jennifer Garn, Riad Al-Qabban, Diana Hamdi, Norah Al-Sadiq, Ezzedine Fath Al-Rahman, Mohammed Ahmed, Erica Iverson, Hassan Arab, Ziad Haddad, Francisco Giorno Esq., Caroline Millman, Abdul Rahman Juma Esq., Mahmoud Mustafa, Hiam Mohtadi, Hussain Al-Matrood and Amir Al-Khaja.

The DIFC Courts’ Academy has been launched as part of the Maktoum Bin Mohammed Al Maktoum Initiatives for Legal Excellence. The Academy is an initiative designed to train UAE lawyers, seeking a better understanding of laws and procedures of the DIFC Courts.

Michael Hwang, Chief Justice of the DIFC Courts, said, “I was proud to launch the DIFC Courts’ Academy last September as one of the Maktoum Bin Mohammed Initiatives for Legal Excellence.”

He continued: “The first Academy course – designed to give civil and common law practitioners a sound understanding of DIFC Courts’ laws and practices – was fully subscribed and was a great success. As a result, we shall expand the range of Academy courses in 2013.”

“We are most grateful for the continuing support of H.H. Sheikh Maktoum Bin Mohammed Al Maktoum, Deputy Ruler of Dubai, President of the DIFC and Chairman of the Dubai Judicial Council,” Hwang concluded.

The closing ceremony also honoured the winners in the Al Maktoum Moot Court Competition in several categories. The male team from the Imam Malik College for Sharia & Law achieved first place of the General Excellence Award. The second place was achieved by the female team from the same college. Another team from the Imam Malik College won in the category of Best Oral Pleading, while Dubai Police Academy team won in the category of Best Written Pleading.

Bin Hazim honoured as well student Hamad Al-Sayef from the Imam Malik College for Sharia & Law in the category of Most Outstanding Male Student in the competition rounds, and student Ahlam Ali Saleh in the category of Most Outstanding Female Student in the competition rounds.

Universities taking part in the 2013 Al Maktoum Moot Court Competition were also recognised. They include: UAE University, Dubai Police Academy, Imam Malik College for Sharia & Law, Al Ain University of Science and Technology, University of Sharjah, University of Saint Joseph, Al Jazeera University, and American University in the Emirates.
