The initiative is in keeping with the directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice President, Prime Minister and Ruler of Dubai, who is also Chairman of the Dubai Department of Economic Development. The initiative includes a number of projects that aim at upgrading and developing human resources. It is an attempt to boost social development and make it go parallel with human development, and also to bridge the gap between the potential of human resources and the actual needs of the private sector labour market. Apart from this, there is also the Dubai Human Development Award, which encourages all Dubai establishments to attract and employ as many nationals as possible. The award will also encourage such establishments to train nationals so that they will be able to undertake their responsibilities in the best possible manner, and attain skills to do creative and productive work. The award will be given away annually to establishments which meet certain criteria. The second project is to set up an integrated database on the national graduates. The database will include graduate academic qualifications, and professional experiences. It will also include full data on the needs the labour market, and links between the available qualifications and the required jobs. The third project is to sponsor distinguished and talented students. It has been named "Wa’ad" meaning ’promise’. This project aims at making opportunities available to the students so as to ensure continuous preponderance for them. It further aims at preparing a qualified and a distinguished generation that would be able to lead efforts of comprehensive development. The fourth project is a programme for "Potential leadership". It aims at upgrading a selected number of nationals who show high quality performance in doing their tasks. The fifth project is for national women, and will be implemented under the slogan of "A Programme to Upgrade Woman".
