Banking Sector in UAE
The banking sector in Dubai is the backbone of the Emirate’s financial sector, and is one of the most developed and least monopolized in the region. Till late 2006, the number of commercial banks in the UAE was 46 banks, of which 21 are national banks and 25 are foreign banks. The majority of these banks have presence in Dubai either by their headquarters or branches. All Dubai banks are playing major role in enhancing the extraordinary development witnessed in Dubai as they back up many key driver sectors of the economy such as construction, trade and tourism.However, the total number of local banks has changed in 2007 as a merger was announced between two local banks (i.e., Emirates Bank International and National Bank of Dubai). Furthermore, the Central Bank of the UAE has approved a new license to establish additional local Islamic bank (i.e., Noor Islamic Bank). This bank will be added to the already four Islamic banks operating in Dubai/UAE (i.e., Dubai Islamic bank, Abu Dhabi Islamic Bank, Emirates Islamic Bank, and Islamic Bank of Sharjah). Given that the demand for Islamic banking is constantly increasing in Dubai, another Islamic bank has embarked early 2007 by converting from a traditional bank to an Islamic one (i.e., Dubai Bank). Hence, the number of total Islamic banks is now 6 banks and all of them are national banks.Note that a large number of banks in Dubai/UAE is serving a population of only 1.3 million in Dubai (4.1 million in UAE). That is, Dubai/UAE seems to be over-banked. Despite this fact, profitability indicators in Dubai/UAE banks are still very attractive. Specifically, in 2005 the return on equity ratio (ROE) for local banks was 22% compared to 16% for foreign banks. In addition, the return on assets ratio (ROA) was about 3.2% and 1.7% for local and foreign banks respectively. Finally, Dubai/UAE banks play relevant role in enhancing the private sector as claims on the latter are estimated at almost 80% of total claims on credit facilities.
